I bought a charger on e-bay on 27/07/2017. Today is 16/08/2017, the seller just post the item yesterday.(saw from the tracking information). Before that , I have communicated with seller for many times, only response is " your item is on the way"
And I chosen add $8 for better and faster postage and handling. Estimate day is 4-9 business day I still have not received the item yet, it's been took nearly 20 days.
So can I apply to get the added shipping fee back?
