Haven't received an item, since July 2016. Seller does not want to give me a refund.
Is there any way I can escalate this further, so I can get my money back, it has been more than a month since the purchase.
Seller is a tight wad and doesn't want to do the right thing and give me my money back.

July 2016, afraid you have left it far too long
paypal gives 180 days (6 months)
I doubt there is anything you can do after almost 8 months
did you open an INR dispute in ebay or paypal during the times you could?
