How many people can use a Ebay Id to buy?

Is the registered owner of the EBay ID the only person who can legally buy on this ID?

I have 2 accounts registered in my name but on the rare occasion my OH wants to buy something he will use whatever account is logged in at the time.

He is so painfully slow at doing anything that he usually gets me to do it anyway...or tells me what he wants and I buy it for him.

There is no reason that another family member cant use someones account as long as the account holder takes responsibility for any activity on the account.
