Why did Paypal skip the payment method choice?

I bought 2 items one after the other.

The first item I got to choose which credit card to use after logging into paypal.

But the 2nd item it skipped the whole step and used my default payment setting in paypal once I logged in.... so annoying. I want to choose everytime.

Did you click on the Change Payment Option button?    It is always available.

My account always defaults to bank account and I always change it to debit card.
