How do I cancel an order as a buyer. The seller won't honor the bid as he claims he was unable to set a reserve price. I'm happy to cancel the transaction as is the seller.

Only the seller can cancel the transaction.
To be honest, if he wants to cancel because he did not get the price he wanted I would not agree to the cancellation. If you hit Do Not (or whatever the wording is) the seller will not get his fees back.
There are no Reserve prices on ebay.au except in motor vehicles and real estate. The seller should have set the start price at a level he would have been happy to sell for if he only got one bid.
