If I buy an article on e bay and pay for it can the seeler still pull out of the deal and cancell it

Unfortunately, yes. If they find they are out of stock, or the item is damaged, a seller can refund. As they cannot supply what you have paid for.

A seller has to honour the sale, so if the seller just refuses to ship and refunds (for example, if they did not get the price they wanted), you can report that to eBay.

Also make sure before you buy, that the seller will ship to your location. They can cancel if you do not meet their requirements.
