what if i did not received item then request refund and the item arrived after refunded.

I did not received an item and request a reund . If i have received a refund then an item is delivered to me , what should i do next? If Seller ask for repay? or return an item to seller ( any fee charge) and who will be paid for fee cost?

If you have now received your item you should go into your Paypal transaction for the item and repay the seller, without waiting for them to ask for the refund - that's the fair thing to do, you've had a refund and got the item. 

You could ask the seller if they want it returned instead and offer to pay the return postage, or if you haven't opened the parcel mark it "return to sender".

If it's from one of the last 2 sellers that've left you feedback, then they're both in Asia and it will be cost-prohibitive to send the item back, in which case refund them............................
