why does ebay protect sellers who cheat and not compel them to honour the auction

I was the winning bid on an auction and after the item was not sent I went thru the correct procedure asking for the item I bid on to be sent the seller requested ebay to intervene and ebay sent me a refund against my wishes for the item.This is the second attempt to get this item and ebay has done the same both times,remove the seller and continue to advertise the the item. I have had problems on other sites where I was advised the factory was the only supplier with many sellers of the same product and I'm asking if anyone else has had the same result of a refund and no attempt by the site to make the seller honour the bid or sale?

How could ebay or anyone else compel the seller to send the goods? You got your money back and you have the ability to leave neg feedback which will warn other buyers if they bother to look.

Pointless dwelling on it, let it go and move on.
