refund question

I recently purchased  cheap alarm clock on ebay and when it arrived one of the hands was broken off and rattling around inside the clock face. After messaging the seller and attaching photo's to show the damage, the seller has agreed the clock is broken and can't be used. She if offering a refund, but as she sent the item via free post she is deducting the cost (she says) she paid for postage. Is this right?

If the seller chooses to send via free post with no other option available, doesn't seem right that she should then deduct it from the refund and only give less than half of it back to the buyer...
