Ive received an email from ebay saying that a seller has refunded me my purchase. This email asks me to log into paypal to recieve it. This makes no sense, as I bought the item on a Visa Debit Card. Why does it do this? I know payments are processed by paypal, so does the refund still just go to my bank account?
I didnt use payapal as I am 17 and cannot get a paypal account. (because Payapal account is a legally binding contract)

It means the refund will go through Paypal to the funding source. In this case the account attached to your Visa debit card.
Hopefully it goes smoothly.
if it doesn't you will likely have no redress, as you have admitted you accessed eBay when you are ineligble to do so. I realise that when you're 17 rules don't apply. But I also realise that when you're 17 you can't actually use the legalities that legal adults can.
Maybe wait until next year before you try to be a real adult.

Apart from anything else you should not be buying on ebay if you are under 18.
