I am being asked by Customer support to use an online service called checkmend.com to get a report on an icloud locked mobile phone. This is a paid service and appears to to be a scam. Has anyone else encountered this?

No, but if I were you, I'd be calling back and asking them for a call back from a supervisor. If they refuse, I'd then contact ACORN

Although other's may have had the same experience and be able to advise first hand what to do next
