How to report a seller to Ebay as he is cheating and lying

I have proof that he is making false statements and I have suffered loss because of this

I bought and paid for an item which never arrived.

I bought and paid for an item on the 19/07/2020 which never arrived. I contacted the seller via ebay They said that they would resend my item but it never arrived.
