Help with identification of postmark please.

I was wondering if anyone would possibly be able to help identify this postmark that I received in a lot of pre-decimal stamps.

Sorry - have tried but no idea. The only letters I can be reasonably certain of are

STA ? P

which is not much help.

Hi, I enlarged the image and created a negative of it. The postmark reads from from the letter S,  POSTAL ALL, followed by a space then a backwards E. The letter P in Postal is on the Queens left breast (How emabarrassing) The rest I cannot make out. However enlarge the image and roate it and if you look above the banksia stamp there appears to be some pen marks. I hope this helps.
