Probably because the Chinese Govt have a different tax system over there......e.g. property owners pay leases for their properties-they don't own them outright in most cases. Water is free, electricity etc is usually too........ whereas our Australian Govt 'uses' us to give them money to spend.....they have more money to spend if they tax us more.
I believe our govt has also legislated against renewable energy
Very simple really why we are not doing the bleeding right and obvious thing regards renewable energy here in OzSolarLand!!! LOL

Not to mention they have little regard for the environment..........it's easy to build solar panels, when you don't worry about the toxins produced.
