Are postage costs associated with the ebay satchels invoiced to the buyer or seller?

Not having used these ebay satchels before I'm unclear whether the postage cost is automatically billed to the buyer (unless I check "free postage") or if it's invoiced to me as the seller (in which case I add the flat rate cost in the appropriate spot in my listing.
