Package was returned to Ebay. Please resend back and ask the shipper to let me know where and when

I never received when and where to pick up package! I tracked the package and the only # I had was UPAAB000000203996127. I called Bing and Bing couldn't find the package either. I had to contact the shipper to have them track the package from his end and I am still waiting on a response. Why was I not given the correct tracking # and notified where to pick up the package?
