I paid $15 for postage for item, the actual cost was $7.60. Am I entitled a refund 4 the difference?

When a seller posts an item they are entitled to charge Package and Handling costs.

It is not just the labelled post cost involved.

 

If the seller has registered mail that's another 2.95 that is not shown on postage label.

Perhaps Insurance as well which could be another couple of dollars.

 

There may be a bought AP box, bubblewrap, tape etc.

Then there is the seller's time and petrol to the PO.

 

So it is impossible to know what it cost the seller to pack n post an item.

Having said that, these costs should also be reasonable and I am guessing the seller initially thought postage would be 10.40 plus P&H.

Then on posting it happened to come under the estimated weight bringing it down to the lower tier of 7.60.

 

You accept the shown postage cost plus item in the listing at purchase so, No not entitled but I often refund $5 if the postage turns out considerably cheaper. It varies amongst sellers. You may choose to mark postage costs down in feedback from Very reasonable to reasonable in the DSR stars, or not give stars at all. Up to you if you leave feedback or not.
