I've received an email from ebay saying I paid an excess of $15.80 for postage and will be refunded, and an email from PayPal saying I've overpaid the same amount and I can use the amount for future purchase, transfer to my bank..... I never click on liks in emails and have just deleted them....is this a scam?

Go into your paypal account and have a look. If you have been given a refund for that amount it will show in there.
The very fact that you have been told by paypal what your options are with regard to leaving the money in your account to pay for future purchases or withdraw to your bank account indicates to me that it is genuine.
How can it be a scam....you are being given money, not asked to pay it?
