I've received an email from ebay saying I paid an excess of $15.80 for postage and will be refunded, and an email from PayPal saying I've overpaid the same amount and I can use the amount for future purchase, transfer to my bank..... I never click on liks in emails and have just deleted them....is this a scam?

If the message is showing in your inbox when you log on to eBay it will be genuine.
If it's not there's a good chance it'll be a phishing attempt to get you to click on a fake link that'll take you to who knows where.
Like you I never click on links in emails unless I am expecting them.
Log directly in to PayPal and check there to be 100% sure it's genuine.
