I have just recieved my monthly invoice and I cant believe to see the final value fee on shipping, I think it is rediculous that there is a final value fee then on top of that final value fee on shipping. we have to in turn charge the customer more for shiping and they complain that shipping is so expensive, then still have another $1 in paypal fees. so to sell my 15.00 item I only get $11.00

It is not particuarly new....ebay has been charging the final vaue fee on postage for some time now. The only new fee is the GST being charged on those final value fees.
But that is an Australian Government fee, not an ebay fee. Ebay just collects it and sends it on to the ATO.
Just do what most sellers do.....increase your item price to take the ebay fees into account. You can also add a packing and handling fee to your postage to cover fees and GST. That way you are not paying the fees....your buyers are.
