how do I complain about the global shipping program

I want to complain about the global shipping program  . A recent purchase of item No. 262871264753 arrived well wrapped but with the container for the item badly damaged , the seller had done the right thing but it was delivered damaged . this is the 2nd item that I have had delivered on this program that has been damaged in the same way . I am not seeking a refund from the seller but from EBAY as it is their delivery program . The item has lost a considerable value due to this damage, it must have been used as a football !! Awaiting apropriate responce . It also takes too long to be delivered 20 days !!
