Item never arrived promis replace,never arrived, too late to claim from Paypal,what about this scam

I bought a denim shoulder bag in May...when it did not arrive I was promised replacement it also has never arrived ...now too late to claim ...too late to give very poor feedback and no answer to message....  how many other have had the same dealings with ??????? <Removed>     should they be removed from Ebay?   and how is that done
