A buyer paid lower money that I did not accept, and refused. my paypal account balance is still $0. but ebay sent me fee invoice that I can not pay as I have not gotten money from the buyer. Why do I have to be charged?

A buyer cannot pay a lower amount than what you put as the opening bid
Why would the buyer give you money if you refused the sale?
As far as ebay are concerned, the item sold and you therefore owe the fees
Did you send the buyer a cancellation request? did they accept? have you notified ebay you are not going to honour the sale?
