It is normally immediate however today is friday, eBay maintenance, so strange things happen.
If there is nothing to change on the invoice, ie postage or combine items, then the buyer doesn't need an invoice and can simply select pay now. Unless it is pick up, then no invoice needed as cash on pick up should be the preferred method.
