I purchased a watch on the 22nd April 2017 never arrived seller said he refunded me till no sight of the refund

Thirteen days from payment to refund is rather impatient....you did not allow for any holdups in the mail.
I presume you paid through paypal....how did you fund the payment?
If it was funded with a credit or Visa debit card then the refund will go back to the card and will take several days to show.
