why won't paypal let me put in a claim?

I keep getting a message that says  We're sorry. It seems something went wrong. Please try again.

There may be site issues with PayPal.

Try again tomorrow.

Also try clearing cookies and temp internet files then restart computer.

Use Chrome or Firefox as a browser if using IE.
