I did not receive my item paid for & paid $15.99 EXTRA for EXPRESS & i have an thats not mine,WHY

I ordered & paid for, plus paid extra $15.99. Also did receive on item at my door on the date the sell said in email, BUT THE BIG PROBLEM is on that date the item sent to me was NOT MINE & i did not order this item, { thay sent me a CSB10 Outdoor Bark Control thing SO I THNIKING my item must of got sent to the PERSON that ordered this thing my item instead. My item was Hot Pink Pencil Holder Case item no #142078645361 ordered on 12 August paid Express so i would have it for my niece"s Birthday on 22 August. So i have the item thay sent me, but iam not paying to have it sent back, I JUST WANT THE DAME ITEM I PAID FOR. Please help, have sent an email to the buyer hoping they will FIX THIS & i finally get what paid for. But i think the right thing also that i get my EXTRA MONEY FOR EXPESS BACK as i did NOT get MY ITEM on that date, got sombodys else item. Sallie L Marshall. Hope somebody can help me : {
