I have a non payer, ,sent emails, sent second invoice, opened case, no result, closed case. Tried to leave neg. feedback, cannot do.

Sellers have not been able to leave neuts or negs for a long time now as many were leaving retaliatory negs.
You did exactly the right thing by opening and closing a case.
The buyer will have received a strike that stays on their account for 12 months.
If they get another, they won't be able to bid or buy on ebay from sellers that have blocks in place.
Add this buyer to your BBL and set blocks if you haven't.
Blocks -
Hover over account tab and select site prefs then buyer requirements. Select show n edit to the right.
Set blocks you want and the BBL is at the bottom.
