How can I set up a second chance offer on an item that didn't sell?

I have an item that didn't sell and have someone who is willing to pay an acceptable sum under the original listing price. How do I set up a second chance offer to this person? I have checked the eBay support but I am unable to follow the instructions given because there is no 'second chance' option available in the 'actions' drop down list.

The SCO offer only appears if you have multiple bidders on a listing.

Simply relist as BIN for the agreed price and message the buyer with the item number.
