I don't know about anyone else, but I'm thinking this might not exactly be the kind of thing ebay would want to condone. Might be completely innocent, but at the very least the seller sounds like they're planning to profit by distributing somebody elses image (without their knowledge).
The "don't ask any questions" bit is interesting.
Not sure what reporting category would be most appropriate.
