Can a seller refuse the sale after the item has been paid for?

I have just bought an item on ebay Buy it Now price and paid for it through Paypal.
Now I get a message that the seller has refunded me the money with out me agreeing to a refund.
If I buy and pay for an item, I own it NOT the seller.
Please elaborate on ebay's policy.

eBay's policy is for a seller to complete a sale.
However it is rarely enforceable.
You cannot force a seller to send an item especially seeing as they have refunded in full.
It's possible they were mistaken with stock numbers and are O.O.S.
It also happens an item breaks during packing or is stolen overnight.
Best to move on and find another seller.
