Getting PayPal emails in other people's names!?

Is anyone else receiving emails about the recent legal change updates from PayPal, addressed to someone else?  I am getting them with "Dear XXXX YYYY" where XXXX YYYY are the actual legit names of past customers I've sold to.

Looks like PayPal have messed up their mass email system somehow!

I haven't noticed anything like that, but I think similar issues have occurred before.

I once logged into my PayPal account and was greeted with a full display of someone else's balance and transaction history.

I've had a few lately to various e-mail addresses. Pishing etc.
