I get charged 4 editing adds why?

I have a few Good til sold adds , and have tried to edit them only to find ebay what to charge me $2 for this  dosent seem right

are you adding a subtitle when you edit the listing? 

subtitles are charged at $2 per listing.

Yes, $2 when it relists, even if eBay offered free subtitles to begin with!
