I bidded on a bed that had a started off at .99c or buy outright for $850 another bidded outbidded me which is fine as the auction still had 2 days to go..... my question is can the seller close the sale and then relist the same item to start off bidding this time at $700 or buy outright for $850??

In a word, yes.
I understand the reasons why it's frustrating and disappointing for any bidders involved, but it's not against any rules and ultimately it's better than someone winning and the seller refusing to honour the sale for reasons like they didn't get the price they wanted.
