Not before February, the last announcement said. ACCC still haven't given the final okay, but I have little faith that they will see sense and refuse.
Having $5 stamps won't make a difference though, you can still use them and they will still be worth $5 after the changes, they will just buy less of a more inferior service. The only way to gain an advantage ahead of the changes is to stock up on prepaid large letter envelopes, if you send items over 250gm that fit in a large letter, it will be cheaper to buy the prepaid envelopes now for approx $3.50 each (can't recall the exact cost) instead of paying $5 postage later.
