Turbo Lister and credit card

I'm just reading up on turbolister prior to installing it.  I see here http://sellercentre.ebay.com.au/turbo-lister there is a note: "To use Turbo Lister's scheduling feature, you will need to place a credit card on file with eBay."  Can anyone advise as to why a credit card is required in this case?

As a seller you need to set your eBay account up as 'Premium/Premier' ? I think so you can get eBay fee's paid etc by way of the credit card if you do not have the funds available in PP account linked to your bank.

TurboLister is free for sellers - but guess you need to be set up properly first.
