Why are you charging people an automatic monthly fee when they aren't selling anything?

paypal say if you have a problem with the fee charged by E Bay then go to EBay, EBay says to go to Paypal, E Bay you are runniing a scam.

I hate the layout of the sell boards on ebay, they are so different to the old format.
