buyer protection against ebay

I just paid my monthly seller thing, I got a email from paypal telling me I have buyer protection and I can open a dispute within 45 days for that transaction. Is this a joke?

The standard PayPal email payment receipt includes the info about having 45 days to open a dispute for "eligible transactions". Payments for eBay fees are not eligible for Buyer Protection.

I thought it was paypal's attempt at a joke or something seeing as ebay can't send invoice to mobile service.
