I'm trying to upload photo's for a refund and I cant the server says not responding

Hi I'm trying to upload photo's to get a refund but every time I try it looks like it's doing it then at the end it says server not responding try again? Please help this is so  frustrating I've bee trying for 3 days!

Go to the paypal payment and get the sellers email address (the address payment was made to) and send an email with the photo/s
