why can't I list items when we do have a paypal account.I do not owe paypal or ebay anything. Have not been selling for over 12 months.

Can you please explain why I cannot post my items, when we already have a paypal account and do not owe money to Ebay or Paypal.It is puzzling as you get my money from my account when I do a purchase from Ebay.Thank you Lynn
