Abbott proudly announced that the debt and deficit emergency is over. Yet the budget was never passed. Was debt and deficit a lie or do politicians have no effect on the budget

I admit that when I saw him on TV talking about the 'recovery' (even tho he hasn't done anything and the glocal economy has declined), I wondered how the good folk of CS would explain this miracle.
