You can open a PayPal dispute after an unsuccessful eBay case, but you can't open an eBay case if you previously opened a PayPal dispute.

Never miss a deadline within the required timeframes. Cases and disputes with eBay and PayPal are bot-driven, and there is literally no leeway whatsoever. Give yourself at least a few days' grace by acting before the last moment.

Provide any evidence asked for ASAP, and do so within the eBay request/report or PayPal dispute/claim, as required.

Do not accept a partial refund for an item that hasn't arrived. You are entitled to the full refund for an INR, including postage.

Keep your communications within the request/report/case/dispute/claim so that there is a clear record. (eBay messages will also be taken into account but it's cleaner and easier to keep everything in the dispute itself.)

eBay requires sellers to provide proof of delivery. This is in contrast to PayPal; PayPal require sellers to provide proof of shipment (or proof of delivery, which includes online and verifiable tracking number, date of shipment, official acceptance by the shipper (postmark or online status), address for recipient showing at least city/state, city/country, or postcode, or receipt from AP showing at least state, city and suburb). If the item went missing after being accepted by the carrier, you may have a fight on your hands with a PayPal claim. Any refund - if seller can prove shipment with the necessary evidence - would be at PayPal's discretion.

EDD = Estimated Delivery Date.

Latest EDD = latest date by which you should have received your item.

Transaction date = date on which you made your payment for the item.

INR = Item Not Received.

MBG = eBay Money Back Guarantee.

Case / Dispute / Request / Report / Refund Request: all mean the same thing on eBay.

Ask eBay to step in = eBay's automatic bot-driven refund process is set in motion. Outcome depends on several things, most importantly whether or not the seller has proof of delivery.

Business days vs calendar days: when eBay policy specifies "business days", they mean (of course) that the number of days doesn't include weekends or public holidays. When eBay policy just says "days", they mean calendar days, not business days. This can be confusing when "business days" and "days" are used in the same discussion of dispute timeframes.
</LI-SPOILER>

I bought few items from Ebay during December 2020 which I never received. During Covid disruptions, I kept waiting and now has pass the period for a claim on a refund. I have put messages to the sellers which are unanswered. Some of the items were never even posted as per the purchase history. What can I do now?

After 13 months, there is absolutely nothing you can do to get a refund. Way too late for ebay, way to late for PayPal, way to late for a bank chargeback. Pointless contacting the seller.

In future, never let it string out past the 30 days that ebay gives you, regardless of pandemic or whatever. You can always repay the seller if the item arrives.

I hope you didn't lose too much money.

Sadly, nothing. It is too late for everything, and the sellers know. It is good to take COVID into consideration, but never wait so long that all your options to get a refund are gone.

As an aside , how can you tell the items were not posted going by what is in your purchase history ?

In any case, there is nothing you can do if you ignore the time limits

Even allowing extra due to Covid (which is good) if you allow SO much that not even PayPal's 180 days will still be valid, then that is allowing far too much

A couple of the sellers you bought off are no longer registered, so if they were among the sellers you are talking about here, they would never even see your message

Most of the others are in China, a number of those with poor feedback

............... not that many sellers would be replying over a year later anyway

Check your card issuer's T&Cs.

 REQUEST FOR REFUND

Open PayPal dispute in PayPal's Resolution Centre

Seller has 3 business days to respond/resolve the issue.

Seller may ask you to wait a little longer, esp. if tracking shows delivery is imminent.

Seller should offer you the full refund - either immediately, or before case is automatically closed.

EDD = Estimated Delivery Date.

Latest EDD = latest date by which you should have received your item.

Transaction date = date on which you made your payment for the item.

INR = Item Not Received.

</LI-SPOILER>

You have lost your money. Sorry.

And no, the items obviously never were posted.

As countess said, learn from the experience. Take no excuses. Covid wasn't a valid excuse. If something doesn't arrive, you can message the seller but really, no matter what they reply, if the item isn't with you then you need to go ahead to open an ebay claim before the 30 day deadline. No matter what.

Besides what everyone has written - double check that the delivery address you have on file with Ebay/Paypal is up to date. You wouldn't believe how many people move house and don't update their details and then wonder why they didn't get the item/s. Not saying it's the case here, but it does happen.
