    <description>&lt;P&gt;It did work in the end.&lt;/P&gt;&lt;P&gt;Although the transaction record showed 4 days since sale, it does go by the actual time stamp of the transaction.&lt;/P&gt;&lt;P&gt;The buyer bought the item at 6.15pm 4 days ago, so I just had to wait until after 6.15pm this evening and it was fine.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;Tippytoes - I couldn't see a timer countdown, but still had the email record which showed the time of sale.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;&amp;nbsp;All good&lt;/P&gt;</description>

      <title>Eligible to open UID, but cannot?</title>

      <description>&lt;P&gt;Hi,&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;I have a buyer who has not paid and I am eligible to open an Unpaid Item dispute. However, after&amp;nbsp;I click on the link&amp;nbsp;it won't let me select the little circle with the explanation on it, so I cannot proceed.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;It has literally been 4 days on the dot since the initial transaction, maybe I need to give it more time to process? Although if the system tells me it's eligible, why grey out the explanation link and not let me get on with it?&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;Thanks&lt;/P&gt;</description>

      <description>&lt;P&gt;Hi there. You&amp;nbsp;usually have to wait exactly 4 days and 1 hour. I think the 1 hour extra is due to the possibility of daylight savings, but whatever the case, it's always 97, not 96 hours, every day of the year.&lt;/P&gt;</description>

      <description>&lt;P&gt;Even though&amp;nbsp;it's been exactly 4 days since purchase by date, it might not yet be 4 days by hour, which I've found is how eBay will determine things like this.&amp;nbsp;eg if I open a UID at 8pm, I can't close it until at least 8pm 4 days later, so if the buyer made their purchase at 8pm, you probably can't open the case until that time.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;Occasionally I've had unpaid items show up on the 'eligible for unpaid item' list as early as 2 days after purchase (which is the timeframe for opening disputes on the US site), but can't open the case until the proper timeframe has passed.&amp;nbsp;&lt;/P&gt;</description>

If you try to close it too early, there will be a message at the top of the screen telling you the exact time (down to the last second) that you can close it. So, if you open it at 6.01pm and 24 seconds tonight, the earliest you can close it is 6.01pm and 24 seconds in 4 days time.&lt;/P&gt;</description>

      <description>&lt;P&gt;If you go to the resolution centre and click the dropdown beside the transaction and select "get fees back" (or whatever it says to that effect), it will take you to the page where you will eventually close it. When asked if the buyer has paid or not, the no option will be greyed out and not able to be clicked on. The message showing above that will show you the exact time you can close it from. It's not a live timer, just shows you the earliest close time.&lt;/P&gt;</description>
