      <description>&lt;P&gt;What new changes? Buyer doesn't pay, after 4 days open an unpaid item dispute, buyer still doesn't pay, close dispute after 4 days, you get your fees back, buyer gets a strike, you relist. That's how it's been since the strike system came in. Nothing has changed.&amp;nbsp;If you are cancelling transactions because a buyer doesn't pay, more fool you. You are letting them get away with it and telling them that it's OK to not pay.&lt;/P&gt;</description>
