Buyer unable to purchase

I have a buyer who is looking to purchase 5 of my items, but are unable to do so

They are relatively new with a feedback score of (1) and they have gone through phone verification.

The message they get is: Buyer blocked due to item count exceeded

Can someone please explain this to me?

Could it be you have ticked less than 5 items to be able to be purchase by a newbie within 10 days or whatever.

Check your Site Preferences - buyer Requirements - see if you have less than 5 checked for a certain time period.

If all else fails put them on your exemption list.....this should overrule any buyer blocks that you have in place.
