If you listed using a special freebie with terms that only allowed single item listings it may not allow you to increase the number available. This sounds the most likely explanation but anything's possible on ebay!

If I have a listing that fails to sell, I believe that I can change it to a completely different item but if I increase the price will Ebay charge me a fee? Also they wont allow you to increase the number of items available for sale.

You can revise a listing to a different item and changing the price won't make a difference until you sell it.

Higher price, higher percentage FV Fee.

You should be able to change the number of items for sale but I could be wrong.

It may require a new listing same as you cannot revise a BIN to an auction.
