If you don’t have a store & qualify for ‘free selling’ (under K$25 per year) you won’t pay fees, your buyer will

Because you haven't sold for a long time and on the off chance you're not up to date with all the requirements to sell on eBay, you'll need to be registered with both your personal and bank account verified.
