actually offering a choice of post makes the buyer respossible for their actions. The sellers terms and conditions corrtectly set avail the buyer of the point of title change and who actually owns the item if it is lost in the mail.

like these terms and conditions of australian companies that sell on the internet and paid a prertty penny so that their terms and conditions would stand up under the scrutiny of a small claims tribunal or a court.

By offering the buyer choice, recommending insurance, defining the time that the title changes and availing the buyer of the risk the seller has met and exceeded the deemed delivered terms of the SOGA.

Distance selling is not new. Mail order selling has been going on since before the internet was connected and the same legal conventions apply ie..

"new horse but bloody same old saddle"

AP still 'offer' a signature-required 'service' for $2.95, but will now PP accept the standard tracking as it pertains to Seller Protection?

I hope so, this would save a packet and increase sales. I for one would certainly start listing a heck of a lot more.

If you process the parcels through click and send they have to be scanned at the post office and the online tracking ticks all the boxes for seller protection. It has the acceptance from the post office and the customers address.

Not too sure how it works if you dont go through click and send, I did notice today that the prices were exactly the same (I used to pay $155 extra for the tracking on my click and send parcels). If you get a print out that shows the postcode and the tracking number, then it probably should qualify, providing of course paypal havent had any recent policy changes.

I was at the PO today and sent a small package. The price for basic postage had gone up to $6.95 but it now includes an online tracking number which is printed on the label and the receipt. However, I also bought a 'signature required' sticker for an extra $2.95 just to be sure of PP seller protection. It had the exact same number as on the label, though -- even the PO employee didn't understand it!

I don't use click and send.

Did the receipt also have the postcode of the recipient?

If so, it should qualify. Paypals terms were amended a while back to include a post ofice receipt with the recipients postcode as sufficient proof for seller protection. I''m sure somone will come along soon with a link to the terms just to be sure.

Hi, that's a good question, but no, the postcode is not on the receipt. The tracking number is called 'article ID'.... I wonder if that will be good enough for PayPal?

At the bottom of the receipt it says 'track your parcel at austpost.com/track'

I was referring to my own packaging shypansy, most of my items are too big for satchels.

kustom, without a postcode or address, its not going to satisfy seller protection requirements.

Here is the policy,

Proof of Shipment

The proof of shipment accepted by us as set out within the “proof of shipment” section within the “Manage customer concerns” page of our website.

What is proof of shipment?

At the very least, your documentation must include the date the item was sent, plus one of:

An official acceptance by the shipper, such as a postmark or online status (status that shows the item was delivered is also acceptable),

or
The recipient’s delivery address showing at least the state, city and postcode (or international equivalent),

or
A receipt from Australia Post showing at least the recipient’s suburb, city or postcode (or international equivalent).

Its a little confusing, but perhaps if the online tracking shows delivery to the correct suburb it may qualify, but you wouldnt be able to guarantee that would happen every time.

Unfortunately things HAVE changed since last Tuesday. I just put the tracking number into the AustPost webpage (the URL on the receipt is wrong, it should say austpost.com.au/track!) and it comes up with exactly when and where I posted it, but for destination it just says 'Australia'!

So for PayPal seller purposes it will be absolutely worthless, as it has no reference to the recipient whatsoever, not even a state or postcode.

In fact, I don't know how the signature thing works either, although it must be that the postie scans it at the other end when the recipient signs... well, let's hope so!

I'll have a better look at the actual postage label next time I send something as maybe that includes at least some vague destination info.

Perhaps a photo of the stamped/numbered package would satiate PayPal in the event of a dispute?? Not that there'd be anything to stop a crafty type from doctoring a photo in their favour.

This topic caught my eye as I've spent the better part of 2 hours today on the phone to PayPal, eBay and then more time down at 2 PO's.

From what I've been able to ascertain so far:

Registered Post is gone for Parcel Post.

Signature on Delivery is available for Parcel Post and Click and Send at a cost of $2.95/$1.00 (although the $1.00 may change come the 15th for Click and Send).

PayPal had not a clue that Registered Post had been nuked and could not tell me how I could meet my obligations under Seller Protection aside from getting a bucket load of cash, an ABN and a FedEx, TNT or eParcel account.

PayPal said they would investigate the change (I read this to be more 'oh holy bleep what do we do now?!' so I made them note on my account that there was no way I'd be having reversals when the service they say I must use no longer exists!).

2 PO's, the AusPost website and their brochures confirmed that Registered Post is only available for letters, not Parcel Post.

The PO's confirmed that I would not be provided with 'proof of lodgement' like Registered Post and that the tracking is exactly as it's always been - lack lustre at best.

They could not confirm for me how I could see who, how, when etc a person signed for an item or get a copy of it (I'm assuming in my AusPost History but I'm still not sure what exactly it'll show me).

PayPal could also not account for instances whereby they allow a reversal to happen up to 45 days after the fact yet AusPost deletes (not archives) tracking after 60 days. While it seems like enough time, when you factor in the initial shipping period and their investigation time, it may not be enough. Registered Post didn't have this problem. If it's now going to be solely online, I want to know how to avoid this.

PayPal said they could go on a 'case by case' basis and a receipt *may* be good enough. Sorry, but a policy with holes in it isn't good enough for me!

What annoys me is that AusPost didn't inform anyone clearly enough ahead of time of the dropping of Registered Post from the offering. I spent hours reading their new rates and while it is mentioned, it doesn't say 'oh sorry, by the way, it's no longer available on parcels'. The assumption is that you'll just take and be happy with Signature on Delivery.

So, here I am, with auctions being processed, charging people $3.20 for something that no longer exists from today. When I went to the PO, even they didn't have a clue! I'm calling and heading back in tomorrow to the PO just to double check before I start having to refund people for the difference and I still don't know if I'll be covered for anything with PayPal!

*sigh*

Found proof! (this was burried so far down it wasn't funny)

http://auspost.com.au/parcels-mail/changes-to-parcel-service.html

Registered Post for domestic parcels included Signature on Delivery and the optional feature of Extra Cover. This service will be withdrawn from 8 April 2013, however, Registered Post products and services will still be available for letters.

Want the same offering as Registered Post for your parcel delivery? Simply choose Parcel Post, then add Extra Cover or Signature on Delivery as optional extras.

Hey, had this the other day myself.

I used click n send satchles that come with tracking as an extra.... If your item goes missing PayPal will accept the standard tracking that goes with the Satchles.

However make sure when you ship your item, that you ship it using the customers PayPal address .. as they won't protect you if there ebay address and paypal address is different and the item goes to the ebay home address.

Thanks Willow, for your thorough research on this! I did pick up a new price booklet form the PO today, but it simply lists costs and lacks any explanation of their new or different 'services'.

I would like to know what the difference is between Signature on Delivery vs Registered Post, and why has the cost for Signature on Delivery TRIPLED since last Friday?

But what I REALLY want to know is how is PayPal going to deal with all this? You'd think they might have had some sort of consultation with AustPost, given that they're mandated for use in millions of eBay transactions......

Yep, Signature on Delivery is already $2.95 in C&S and at the PO counter.

What I want to know are where are all the promised new services?

Cheers for the update on C&S - I figured it wouldn't be long before the $1.00 changed to $2.95!

There were some differences between Signature on Delivery and Registered Post.

Signature on Delivery was always available but you got the card returned to you in the post when they signed for it.

Registered Post didn't have that (unless you paid extra for that) but you got proof of lodgement.

They still had to sign for Registered Post but you didn't see that in card form as they signed digitally (or in the book) and it updated in the system (which you could track). If there was ever a dispute, there was a hard copy to fall back on.

Registered Post also had a Person to Person option available.

So what's been removed now is effectively the proof of lodgement, the signature card option (I am assuming here) and the person to person for parcels (not sure on this one either, still looking).
