    <description>&lt;P&gt;Hi, I have had an issue with ebay and paypal.&lt;/P&gt;&lt;P&gt;A buyer requested a refund and a partial refund was agreed upon.&lt;/P&gt;&lt;P&gt;Ebay paid the buyer and invoiced me and I paid the invoice with mastercard.&lt;/P&gt;&lt;P&gt;Paypal remains frozen holding the entire amount for the buyer and will not release my account and demanding more money to cover the full refund.&lt;/P&gt;&lt;P&gt;Ebay keeps telling me to reimburse them the partial refund, which I have.&lt;/P&gt;&lt;P&gt;And so I go around and around and around in circles and I think Im chatting with bots, not real people because its reached insanity level.&lt;/P&gt;&lt;P&gt;Has anyone successfully been able to rectify a process issue within ebay and paypal.&amp;nbsp; I have no clue what to do and this cycle of nonsense will ultimately drive me to maddness.&amp;nbsp; Does anyone have any suggestions.&lt;/P&gt;&lt;P&gt;I have had to open an appeal to get a response, ebay closed the appeal even though they completely ignored the appeal complaint which was to close the file completely and advise paypal to release my funds back to me.&lt;/P&gt;&lt;P&gt;Help... anyone.... does anyone know what to do? Does anyone have a suggestion&lt;/P&gt;</description>
