Discount code cannot be applied after moved to Australia

I has moved to Australia for almost 2 years and since then I've never been able to applied any voucher/discount code on any purchase. It's either code not valid or simply said code not work for this order.

I don't know what's the problem so every time I just asked my wife (who also moved to Australia with me) to do purchase and code worked just fine. Now I use Afterpay and it's still the same so I like to solve it.

One thing weird which don't know if it related to this issue is I cannot change my registration address to Australia (still in Thailand). When submitted, the error was just "This change is not permitted at this time". I could change my delivery address and did some purchases without any discount code in Australia and no issue. Just trying to get some good deals myself now.
